

The replacement Community Safety and Freedom bill will be envisioned and developed through the participation of the people most harmed by policing, criminalization, and incarceration. A People’s Process for developing Safety and Freedom legislation will include:
- Townhalls, workshops, surveys, and peoples’ assemblies on the impact of criminalization and mass incarceration
- Local and national teach-ins and forums to discuss the problems fundamental problems with approaching safety through handcuffs and cages and to surface the basic unmet needs of families and communities and their connection to safety
- A transparent, participatory legislative drafting process by which community input, feedback, and leadership—particularly from marginalized and directly impacted people—is incorporated into the text of a Congressional bill


For far too long and in far too many ways, federal legislation has been driven by powerful interests and drafted in opaque ways. By bringing a transformative approach to building consensus and content for a transformative legislative outcome, we seek to change the way — and for whom — policy and budgeting operates.
